The term "Flapper" came from not buckeling or snapping womes galoshes - they flapped when open, thus the name.

Acutally the "flapper" didn't emerg until well into the mid 20's with the advent of the severely raised hemlines. Hemlines in 1921 were still barely above the ankle.
