I once read the best description of why these guns are total bollocks. It ended by stating that a slug travelling at the speed of light would act more like a directional nuclear explosion.

Railguns exsist but they are huge and go mach 8.
A rail gun is supposed to work by electromagnetics. Essentially bypassing the traditional speeds that gun powder could ever achieve. It's basically only limited to the energy source. But even if it went mach 3 you still wouldn't see it like you can in this movie. Best case with even mach 10 you could see plasma charged muzzle flash as the air around it is super heated. Speed Of Light is around Mach 885,250 btw.
