@7504jc As long as the police or other law enforcement organizations have the power to determine licensing, they will be very restrictive. It is in their interest to minimize the amount of licenses because they are concerned with being shot or dealing with an armed citizen. So the public is dissuaded from wanting licenses by portraying a gun owner as an extremist ideologue when that's not the case.

@DAngelo136 Concealment of the firearm is only permitted if specifically stipulated in the terms of the ATC (thus this would then be a specific class of ATC, specifically an ATC-3 or type 3) and is in practice nearly impossible to obtain. If we Canadians could get the Atc back into the federal goverment we may have a chance but i doubt it will ever happen.

@DAngelo136 The practice of CCW is technically legal in many jurisdictions in Canada; however, in practice, it is often not permitted through the refusal to issue permits. This is the legal situation for Canadians, where an Authorization to Carry (ATC) exists, but the Provincial Chief Firearm Officers have agreed not to issue such licenses.

@7504jc You can check out Wikipedia for details of the Sullivan Act and look for the legislator who authored it: Timothy Sullivan. Theres a saying that goes: "No ones life, liberty or property is safe as long as the legislature is in session". Michael Moore's "Bowling For Columbine" has salient points about the culture of violence in the US, but I would not advocate the complete banning of firearms. However, I do envy your health care system.

@7504jc Here in NY State we have the Sullivan Act (1911) and very stringent laws here in NYC; the police are in charge of licensing for firearms. It's damn near impossible to get a carry permit. A target permit mandates that you carry the pistol in a locked box with the bullets separated from the gun. This applies only to the 5 counties in NYC and not the other 57 counties of NY State. If you are found in violation, mandatory 2 years in prison: no pleas accepted.

@DAngelo136 I agree i have a guns myself, Unfortunately here in Canada we dont have a right to carry, we have the right to use equal force but if the person is using a gun we are pretty much screwed, I think we should be able to carry if we have takin approved training, Handgun registration should be manditory however i dont think there is a reason to register a long gun just keep proper paperwork in place insurance is an excellent idea i have never thought of it.

@7504jc I also advocate screening process for licensing; if the applicant has a history of mental illness or previous felony convictions then he should not be licensed. I also advocate weapon registration, if for no other reason to protect the owner against liabiity if the gun is lost or stolen and happens to be used by another person in the commission of a crime.
