A perpetual motion machine has to continue to function without intervention from an additional outside source once it's started. That's the point of the word PERPETUAL. It essentially cannot be stopped without some sort of severe interruption (act of god, or an animal, human or otherwise). That would also imply that it would develop enough of it's own power to keep itself going indefinently.
