@mac150irish: Obviously you DID NOT see the complete tape as I did. The talk you hear was an internal discussion on the CIA plane and could not be heard by the Peruvian pilot. Also, he FIRST did give the order to shoot which is not seen on this video, then he has misgivings but ultimately he says “OK” and that is what set things in motion. There was another Peruvian you hear in the tape and he is a CIA contractor also on the CIA plane. Also the CIA paid an undisclosed amout in compensation

@Blackfriday420 As I said, the person in charge was the commander from the CIA. The taking about bandidos was a Peruvian operative also on the CIA plane. Inspite of doubts and under pressure from the Peruvian contractor, the CIA commander ultimately says "OK". Here you only see bits of the entire video, and might not even be in the correct sequence. You need to see the entire video before you can have an educated opinion. 16 CIA agents were censured as a result of the incident.

@tresaq11 The CIA men said that "Its not my call" and also "I think this is a bad idea.'' The Chile pilot said that they were "bandidos", the CiA said that this is a bad idea.

I am from Chile and I had the opportunity to watch the entire video on PBS (1 hr). I can say with all certainty that the full responsibility falls on the CIA. The only one who acted professionally at all times was the Peruvian Pilot, who asked at least 4 times for confirmation to fire (Phase 3). The informality on the CIA plane was pathetic and was the cause of the tragedy. Here you only see parts of the full video which makes it look like it was the responsibility of the Peruvians.
