The video says "Sheikh Fahd Bin Salem Al-Kanderi", as does the Video Information. He is a reciter from Kuwait City, Kuwait.

I apologize brother; before I finalized it, I asked ten different brothers and 2 sisters and they said the font was clear and actually matching to the Surah and audio. But thank you for the feedback, InshaAllah this font will be not be used again.
