XTC was ahead of it's time, even the video for "making plans for nigel" is hard to place, if i didn't know better i would swear it was done around 1984. The music has a message and a strong meaning behind it.
Nouvelle Vague lack soul, they can peform well enough but it's devoid of any real emotion. They cover songs for the sake of covering them.
Personally, I think you're kinda missing the point...
It's not supposed to be a more soulful rendition of the song/any song, it's just supposed to be a Bossa Nova version. It's just a bit of a novelty - either you dig it or you don't.
The idea is, if anything, to strip the songs of their original soul and to play them strictly to the genre. So, you're quite right; they are covering songs simply for the sake of playing them with a Bossa Nova feel.
