This is total white hat SEO. There are other ways inside WP to also make sure that many important sites are being pinged but this a good add on. I have not seen anything in YT TOS that can be violated here but I also have not read it for a couple years.

As far as pingoat being a secure site I am not sure in what what way you mean. You are not giving up any personal information or anything that doesnt get read by spyders anyway.
