Making a mp3 snippet is easy but how can I select that snippet and save it as a real usable ringtone?

Does anyone know or do I have to subscribe to a pay service and have them convert the snippet into a real ringtone for me?

Many websites explains how to make a "snippet" but does not explain how to send the file to your cellphone and save that snippet as a ringtone.
