to budget=to save money=
Ex:
I really have to budget now.=節約する=to economize
今は本当に予算を立て（て節約し）なきゃいけない。

to haggle=to negotiate with someone about the price of something= 言い争う、論争する、議論する、値切る
『haggle』は口語です。
『negotiateかnegotiation』はフォマルです。
