@FuturePoliceOfficer1 those are scanners. as those nypd cruisers drive down the street it scans each and every license plate it passes and it goes to an onboard computer that checks the scanned license plates for outstanding parking tickets and if the car was reported stolen and so on. pretty cool and they work pretty well too. have recovered many stolen cars with this technology.
