angelo got given a bargain-he was able to go back to work (after the whole jack thing) as logn as he worked with the sea police with this big undercover thing which is that Hugo is a suspect of helping bring in asylum seekers from indonesia to australia ie. bringing in illegal immigrants over the border with his boats.

i think he helps people cross the border illegally from indonesia to australia and he had something to do with lou debonos death as he didnt get bitten by a shark it was cleary a stab from a knife

Since long ago I have realized that there is something wrong with Hugo. He is involved in something very dangerous and he is cleverly hiding it all these while. Very soon the journey would be over for him.
