It's the "happo no kamae", the 8 basic starting positions. (8 on each side: chudan, gedan, waki, hasso, jodan, seigan, sei gedan, kasumi). It's the second in a short series of kamae (posture) drills. Goho no kamae is the first; it omits the seigan, sei gedan, and kasumi, but is otherwise the same.
I'm afraid shadow dusk is right [though he might have put it more diplomatically]-the execution of the techniques is poor. I don't know this gent but I have my doubts that he is an instructor connected to Obata sensei's group.

Is this the kata or the warm-up before the kata? Is the first kata a series of just the positions? Was there a cut there made at all. Thank you :-)

I'm with shadow dusk. I do a Koryu Kenjutsu instead of Shinkendo and they are generally have similar enough movement.
