you need to listen to whats being said. He didn't say "you can only train someone that doesn't know how to run efficiently" what he's saying is "you can train athletes that havn't been trained to be efficient"

No it isn't. Dynamic stretches are always recommended before workouts or competition, with little or no static stretching. Static stretching should be for after workouts or competition.

@UnseenChaos Several studies have shown that static stretching cools down the body. lowers heartrate, reduces force production, ect. the total opposite of what a warm up does.
