I got this when I was practicing for Segment 13 in my 61-star segmented run. I never got around to making the video until now, though.
The strategy isn't really anything new if you've seen other videos for this race:

But now that I'm comparing closely with shunkolar's run, I think Luigi's surface spin is actually faster than Mario's.
As far as I can tell, the surface spin works when you spin the moment you reach the water's surface. It tends to only work when the water surface is flat, so it can't be done all throughout the race. There's a couple of other short stretches in this race where you can surface spin, but those may or may not save time (because going up to the surface takes time too).
The first surface spin is strange - it just works if you spin at the right time. To control the timing of this spin, you can actually start spinning before the start of the race. It works for me if I continuously shake the Wiimote starting at or right after the "1" sound of the countdown. When I mess up the timing, it's usually when I start spinning a bit before the "1" instead, i.e. too early. I think it also helps if I don't touch the control stick or buttons until the surface spin is successful.
Also note that holding A when swimming underwater making you go faster. (It might help for surface spins too, but I'm not sure - I just hold A anyway.)

@Nackers69 I don't find the spinning that tiring, actually. Still, it's probably not a level you'd want to retry for hours straight.
