i dont think hes blowing 60%, i think those 4a and 5 bells are silent.

It's sort-of a joke. The point was that whether the 4a and 5 bells weren't sounding, or were actually taken off the horn (I've seen photos of this), I only got 3 out of 5 (60%) of the horn's notes.
