No, Muslim marriages are legal and under the power of Muslim authorities in Israel (I personally know many Muslims who have married by Sharia law in Israel), also 13 different Christian authorities have the power to marry. The Rabbinate has authority over Jewish weddings only. Inter-faith marriage is impossible because none of the different Israeli religious authorities - Muslim, Christian and Jewish - permit them. Once civil marriage is allowed, inter-faith will be easy

There's no racist regulation. The religious authorities (Jewish, Muslim and Christian) only accept Jewish, Muslim/Sharia and Christian marriages. There's a need for legal reform to allow for civil marriages - but the religious authorities have power, and the politician prefer to compromise with them in this area, rather than allow them to push their weight around in other more important areas of the law (the more important areas of the law are secular).

Almost all (probably all) countries in the Middle-East have the same system as in Israel (they allow religious weddings, but not civil weddings). Of course the religious power is a problem here, and we need a legal reform. But why do you attack Israel and not Saudi Arabia, or all our neighbours, who have far less secular power
As for marriage, the lack of civil marriage is a problem, but has nothing to do about race. In establishing a secular state, we had a struggle with the religious authorities and as a compromise Ben Gurion gave them given control of marriage (so they would compromise by allowing many other important areas to be secular). Jewish marriage is controlled by orthodox rabbinate, while Muslim marriage is under the sharia authorities (neither accept civil marriage).
