if it displays Bootable UDF before you even load the boot file, then your Windows7 ISO is already bootable and is ready for burning.

If I just have an iso file for windows seven and this boot file and I burn them both to a dvdr, will it work?

first, mount it to any ISO program, if it says it's a bootable ISO you won't be needing the bootfile.
