They are saying, come forward and tell them, but didn´t they also say "we know where and who you are" - contradiction?

I'm sick of the constant Civil Service bashing. I work for HMRC and ensure that I do the best job I possibly can as I'm rightly proid of the job I do. I attend meetings where big corporate names employ more professionals to avoid tax than you can shake a stick at. All those who follow the media agenda of bashing the Civil Service should stop now and focus on why the big corporates feel it is right to exploit the taxes act to shore up big dividends for their shareholders! Well done DH!

Ha yeah.. They have more powers, more info & they're going to catch you, but they're still desperately begging you to come forward and admit it.. of course I get it

Sounds like they haven't got a clue. Most people keeping money from the tax man do so in corporate structures so the money belongs to some foreign company, not them personally.. and there's no bread crumb trails leading back because it's ether in a country where there is no public disclosure of members/officers or nominees are used.
