use what we call a "spin jetter", hook it up to a hotsy machine and use as much pressure lines as you need. some places do have access panels, but if not just do what you can

no it's really not legal. certain jobs need to be done anywhere from once a month to twice a year depending on fire codes, types of systems etc...
