This video is not dated, but was shot beginning of 2007 in front of Centerpoint (AlRai), which had to be closed due to flooding of its basement area.

Because of its flat topography, sudden rain storms regularly result in flooding in Kuwait's built-up areas.

The scene in this video was shot about 30 minutes after a severe rainstorm , which started with a heavy hail storm (see the video from "vinodps2003" elsewhere on youtube), hit a certain part of town. For the next hour or so torrents of rainwater found it's way around this township, often in streets where no rain had fallen earlier. This happens because of water surges through the underground sewage system, especially when it rain in the higher lying areas.

About a mile from where this scene was filmed, a person drowned 7 years ago when she drove into a flooded underpass on Ghazali Road (i the background). The lady didn't realise how deep the water was, and with no run-of from the underpass, it effectively created a dam several meters deep.
