Now that I got down to the building, I need to help this police guy named Raymond to push the Car to block those bugs. Then we will move to the next place to escape. After he destroyed the Gate, he will die just to say use the Gas on the truck. I only need to go up to get to a another police guy and then he will give me a ride.

No, they came in file1 first and maybe you didn't played this Outbreak Scenario in Very Hard Mode that's why you didn't know they're on File1 too.
