This is the arcade version of The King of Fighters 2002 Unlmited Match. But it's actually called The King of Fighters: Road to Revenge. I believe the company NewChannel made this version.

It will run, not on Taito Type X, but on a new board called System Board Y2 by SI Electronics (this is the 2nd game confirmed for this board)

The entry from King of Fighters 2002 Match Unlimited for the Playstation 2, the game will offer 66 characters, with a new character (Nameless) is the replacement of K9999.
