In this scene his hair is short. In the next scene it's back to full length. Can anyone explain? Are the scenes out of order or is it a long period between scenes?

Can anyone explain to me why De niro later on attempts to or thinks about shooting the senator? Does he do it to impress Betsy or get attention? Because even if he was losing his mind it still makes you wonder why he would attack the Senator of all people when killing Betsy's co-worker would be more logical because of his rudeness and closeness to Betsy.
