Maybe you misunderstood the function of a uniform.

A uniform gives no right to shoot orders. Cop should be keeping order protecting civilians not punching em.

If a cop is "pissed" nobody gives a damn, nor does that give the cop any right to punch anybody. He will be prosecuted by terms of law for assault. On any evidence of assault (which is a crime btw), he can kiss goodbye his uniform, then he can be pissed as long as he wants.
