I have a comment on putting them in the garden: Don't use varnish. Use thick acrylic paint, one or two coats, then put it out there unvarnished. I mean if you are thinking about using water-based varnish. the varnish clings to the paint and it soaks up water and the whole thing will peel.
Maybe try acrylic spray varnish, but unvarnished acrylic is pretty tough. I've had my purple monster out by my front porch for many years.
I love painting rocks. It is so therapeutic.
