The whole reason the UN created resolution 260 is because of the holocaust. They wanted to make sure that nothing like that happened again, but it did because of monetary issues, and lack of interest.

Under UN resolution 260 (year 1951), article 3, the UN and other contracted parties are able to take action to prevent acts of genocide, or to suppress acts of genocide. General Dullaire, formerly of UNAMIR asked for permission to prevent the genocide after he found their weapons storage. The heads of the UN didn't even allow him to confiscate the artillary, but instead called the head of hutu power to get assurance they wouldn't kill
africa doesn't hold a monopoly in wars & killings. The moral high ground by western nations is hypocritical at best. \history documents the blood-lust of Western nations. We must also remember that the west raised it's living standards at the expense of native populations. Western governments claimed for themselves wealth discovered in colonial lands to the exclusion of the native peoples. Today many countries still pay the price of ill-conceived policies towards native populations.
the decision from the UN was disgusting, but remember, the peace keepers are there to keep the peace, not enforce it by killing people. They had no choice but to let africa do what africa does.
