They're Mammatus clouds. The high concentration of precipitation particles (ice crystals and water droplets) is heavier than the surrounding air and sinks back toward the earth. The subsiding air eventually appears below the cloud base as rounded pouch-like structures called mammatus clouds.

Looks like ASPERATUS - a new type of clouds, that appeared recently. It is observed all over the world and its nature is a mystery. They say tremendous heat and energy are needed to form such things. Kind of a miracle! There are lots of alike vids on You Tube.

Asperatus clouds!, a new phenominon!, a mystery!, how about our new type of mysterious snow that forms into little tiny balls instead of flakes? Yeah all us conspiracy theorest must be crazy! Absolutely nuthin goin on in our skies.
