We need sterilizations. Providing incentives (or welfare checks) to those who agree to get sterilized. This would decrease abortions (quell this issue with the religious right, but they'll always complain about something in humanity), curb human demand of resources (wikipedia the word 'overpopulation' - it's a huge environmental and monetary concern). Fiscal conservatives would like a form of what they perceive as 'punishment' for getting welfare (they hate the 'welfare queen'). Men seeking welfare who get sterilized would enjoy the extra money and thought of 'not knocking anyone up' (maury povich) and women will like not hitting glass ceilings in the workplace because of pregnancy or being a single-mom , and the sterilization (like a vasectomy) should be reversible in case the welfare recipient 'makes it' (and becomes affluent) and decides to have a child, responsibly. Don't mandate or punish with population-control like China, just offer money incentives. People will choose to eat and put food on the table (survive) instead of pro-creating irresponsibly. And the hedonistic people will sign up willingly. This would take a cultural shift in how we view the world however, and the government, corporations, churches etc. love continuous (human) growth so they can tax/profit all that productivity.
