Individual countries, however, may at their discretion, elect to extend the exercise down to the level of actually notifying and evacuating the public. Stakeholder agencies involved in the end-to-end tsunami warning, including non-government agencies as well post-disaster response and the media, may be involved. (page9)

EVACUATING = DELOCALIZATION (in some concentration camps may be???) if.... they evacuate the populations. If they don't say anything and something happen thousand will die. What choice do we have?
