How did you get there without passing thought the Artifacts room?

i went to the part with boost ball ramp and the stone toad things

How could you have possible gotten Ice Beam without going through this part? I never knew any other way. Anyway, try going through the door that is blocked from the other side, there is a scan. . . point that deactivates the barrier.
