Final Fantasy VII - Defeating Jenova Synthesis

This was my last battle with Jenova, inside the Planet. Party involved were Tifa, Cloud and Barret with Level 99 and their strongest weapons. Materias were used, but no cheats and summons such as Knights of the Round were used.

How do you get Tifa's weapon to deal 9999 damage? Every time I use it it deals like 5000 or less.

Get the strongest weapon, max her lvl, or morph the unknown monsters at underwater Shinra plane to get as much power source to increase her attack

Tifa deals more damage with her Premium Heart depending on how full her Limit gauge is. If it's over half, you should deal 9999 no problem, but if it's under a half it'll deal maybe 4000-5000 damage. If it's less than a quarter full, it's less then 2000, and when it's empty its a matter of a few hundred per attack.
