That cover is actually used to keep water out of the drainage system. Mustangs were notorious for poor drainage problems in the first generation and the insides of the drainage systems rotted out pretty quickly over the years, so some guys like to put that cover over it to prevent water from going in there, although the better alternate would be to go into the drainage system and drill some extra holes, which works better.
