These aren't exploits, these are secrets. They are perfectly legal. An exploit is getting behind the skybox where you can shoot them, but they can't shoot you, and as you can see he's very shoot-able. And placing a tele outside of the map is also an exploit. What he's doing is just landing on ledges.

Don't like the music? mute it.
Think it's an exploit? Don't use them. Did the designers intend for rocket jumping in tfc? No, but now it is supported.

Not where I play. Remember though, it only gives you an advantage the first time. As for "legal" via Valve, not sure. They probably just forgot to put a clip on the spot on 1:45
