Yes, it is Cher. It is from her TV Variety show in the 70's. I am not sure why people thought that giant Rosana Rosana Dana hair ever looked good.

Plus that is Cher 30 years ago before aging and cosmetic surgery.

You're right it's when Cher had her natural beauty so you can hardly recognize her. I had no idea Bowie sank so low as to sing such cheesy music but then again he was trying to get out of the rock world and into the pop world there for a while, thank god he went back.
