It is true i think that you are not judged on your dress, but if 2 dancers are of the same ability and one has a nicer dress that moves better the judges are obviously going to pick that one no? x

try that video and let's see if costumes aren't important. it's like asking, "how can tell that she was graceful?" sure they're NOT part judgment but they most certainly are BASIS of what is part of the judgment.
