This dance displays a snippet of the rich culture of Jiang-Su, a coast province through which the Yangtze River cuts through. The water scenery is unrivaled, with "水乡" being the most well-known and well-liked. Historically, the land is well irrigated, and people built extensive networks of canals. Boats, bridges, willow trees, etc. are common. Sounds like some city in Italy, no? The city of Su-Zhou is known as the Venice of the East.
The title means the "水乡 in One's Dreams". The video is old, and therefore the quality is a bit compromised. But the dance is still fairly good: classy, serene, graceful. Besides hats, I think umbrellas are also common in dances from this region.

This is very beautiful dancing. Like the description says, the video recording is from the "low definition" era, but the dancing makes it very worthwhile to watch.
