@spacecalander That's actually a great idea, though the tone of your post seems to indicate you don't think so. Needle exchange and crack pipe exchange programs have been shown to drastically reduce the spread of infectious diseases among addict populations. This in turn leads to cost savings because penniless addicts aren't spending time in hospitals and accruing bills that will end up paid by the taxpayer (even if there's no UHC, those bills still need paying, and we're the ones doing it).
