Pokemon HeartGold - how to find lugia

I'd recommend using dusk balls for lugia. I only used 7 on it when its hp was low and caught it. I'd suggest maybe 20-30 dusk balls just in case.

also, it's nice to use a pokemon with the ability pressure because lugia has 3 moves with only 5 pp each and its only other move it uses is safeguard so it makes it much easier to catch.

@SWAGGDRAGONvids it's pretty simple.. Even if they run away, their health and status will stay the same. So if they lost hp in one battle and were paralyzed, the next time you encounter them it will be the same. Then you throw ALL the pokeballs.
