Rachel started flirting with Peter when they first met, so she does have a crush on him for sure, but with the way things are going in season 2 I would say Peter likes Olivia better, which he should, she's much better looking then Rachel, and she's smart, and sexy, and tough too, how could he not like her better, lol!
