You might think about how they labeled this a recovery, not a rescue.
Notice they didn't provide a blanket or wrap to warm her, no shoes, there seemed to be some line (rope) wrapped around her, she wasn't moving much. Think about it. Think about what they are being asked to do.
I could be wrong in my assumption about this, perhaps you might want to give them the benefit of the doubt. .
