Ghost in the Shell S.A.C. - UNRELEASED MUSIC - PART ONE

I downloaded two huge packs of unreleased music, and since no one else had put up a video, I decided to make a two part mega video that has every unreleased song.. both parts together equaling about an hour and a half of music, accompanied with various episodic pictures.

can some one please tell me what episode the song that starts at 9:00 is in

its driving me mad i can almost picture the scene but cant remember

@aalluri7 If it helps, I remember from the scene this - It's outside a building or something, police cars around, and either Batou or Motoko gives kind of a monologue about what happened in a sadder tone of voice. I'm trying to remember scenes like that but there were quite a few. I checked the episodes "Jungle Cruise" and the episode with the suicide bombers, but those weren't it.
