I think your design of pumping the bellows of the harmonium with only one pedal is more practical and easy because one can use the weight of both feet, didn't it?

It could be that the one set of reeds was originally tuned to A=415, depending on when they were made.

The lower manual reeds are Esteve (Paris) but were made for export to UK in the 1870s. They are at A-455. The upper set is Trayser of the same vintage, but at A-440. Most reed organs were tuned well above 440, and quite often they are in the 450-455 range...just enough to make ensemble work difficult. I am eventually tuning the completed instrument closer to A440 :)

I know, this is a raw unvoiced, and untuned rank at present. Check the "more info" section, as I usually put a bit of detail in there :)
