The pair are due before Bury magistrates later this month.
The incident happened at Parr Lane in Unsworth on Tuesday morning.

Two men have been charged after an incident during which a car was allegedly driven at a police officer.
Police were called to a pharmacy in Bury, Greater Manchester, after reports a vehicle was blocking in other cars, and its driver was refusing to move.
Hassan Butt, 28, Copthall Lane, Cheetham Hill, is charged with racially aggravated public order.
