I suspect that this was done almost as a favor to the chef, to help publicize and save his restaurant. After all, he is a world-class cook, and of all people the chairman would hate to lose good food to a poor economy.

okay not everywhere in the world is like japan. the french chefs were probably told to score between 10 and 20 and because france is not japan, they actually judged honestly, instead of giving diplomatic polite scores. the japanese judges usually never go below 15 and usually never give more than a 2 point different out of courtesey.
there is nothing wrong with the french judges being honest. they are both chefs whereas all the other panelists are either food critics or actors.
