Nope, I think the inspiration for the RA3 flak troopers were the penal battalions (shtrafbat) created by Joseph Stalin during the WW2. Search shtrafbat on Wikipedia.

Was it during WW2 where some soldiers are held captive by Nazi Germans and became POWs?

Yeah, 10 flak troopers can easily destroy even the century bomber in seconds. With mines they can easily turn to scrap metal Apocalypse tanks if flak troopers attack from the side.

It would have been more better if they are effective against infantry like RA2 Flak Troopers.
