Anyone found to be involved in election fraud should be locked up !!! .......................................... Hypothetical question :: If someone were to want to take credit for someone elses radio brodcasts ,lets say for instance Alex's , would that be stealing ??

Not if you were asked to upload it - or given permission to do so. Voices are sometimes changed when hosting sites soft ban certain individuals.
All told, in the specific example you put forth, it's all about the message itself and not the ownership of the recorded material.
