With all due respect. Only Civil Affairs, our Military International Development Actors, could reach out to Nimroz, Helmand, Farah, Kandahar, and Kunar. I saw ZERO non-military development actors, that were not associated with USAID or DoD.
That said, you must come see that there are simply some areas where non-military developer such as NGOs or multilateral orgs simply cannot go. We, the Civil Affairs, are the vanguard of prosperity in warzones. We simply carry our own protection.
