From my understanding, this was a skit from the group Downtown. The green and red guys are real characters from other shows, but this is like a spoof. The scenes where the two guys are painted red and green are also from other Downtown skits.

Rider Chips? In my Gachapin? It's more likely than you think.

I saw this before I watched Kamen Rider Blade, but when this song became the opening for Blade, I didn't remember this video at all. Then a few of my friends and I saw it, and they were weirded out when I was singing along.
