Listen to Mr. Byrd starting @ :29... He says how can we seriously consider and increase in the budget when they cannot account for 2.3 TRILLION in spending in ONE YEAR ALONE. Sounds pretty clear to me.

Such a thing does not happen in the last african or arab dictatorship. It was un-imaginable under Kadhafi, Saddam, even Pinochet, Marcos, Vidella or the meanest dictators. After such an answer, Rumsfeld should have been immediatley emprisonned and Bush immediately empeached.
